It is difficult to fully express the priesthood of all believers whilst still maintaining a paid staff of pastors and ministers. We have learned through experience that this most often results in a small handful of people doing all the work of church. At City Church, we believe it is everyone's resonsibility to share the work!

We have no paid staff, and subscribe to the New Testament practice of "government of elders" for our leadership model. Church leadership is not a job for life, but is based on character and God-given function, not title or office. At City Church, a small group of men are recognized by the congregation as elders, and they are primarily responsible for providing leadership through pastoral care and teaching. We also recognize other Christian leaders outwith our local congregation as having a larger "apostolic" function, and they provide additional leadership as needed.

We also subscribe to the model of church ministry described in Ephesians 4, where individuals in the congregation with significant ministry gifts are called to help equip the saints for ministry, through example, teaching and training.
